Launching a civil division has been a long-time dream of Highline Founder and President, Trevor Swezey. This month, it happened. With a broader range of services, we’re excited to better meet the demands of our private clients and begin taking on public projects.
In addition to the residential and commercial building, renovation, and addition work we’re known for, our offerings now include: bridge and road construction, mass excavation, land clearing, stormwater management, environmental restoration, fish and wildlife habitat enhancement, drainage, block walls, grading and yard expansion, demolition of old homes and structures, trenching, and gravel driveway installation.
At Highline, we know it’s who we have on our team that makes us successful. Adding and growing a civil division will naturally follow that same rule. We’re proud to welcome Levi Nyberg and Jason Madeiros to Highline as our civil production manager and civil superintendent, respectively. Trevor explains, “Both Levi and Jason are good people who fit our culture and will make Highline a better place. Imperative to any new endeavor, they come to Highline with 20+ years of experience and a great reputation in the community.”
With their attitude, knowledge, and skill, both Levi and Jason could have gone just about anywhere. When discussing the choice to come to Highline, Levi says, “Highline offers an ethos that I find to be frustratingly rare, especially in civil construction. I want to work with a company that is focused on more than just profit – a place that wants to support its community, uplift its staff and customers, and be a productive and helping member of our home.” If you’ve been following Highline for a while now and are familiar with our priorities, you understand why Levi already fits right in.

While Levi brings the attitude and field knowledge we were looking for, he also comes with business experience gained while working for himself and others. “I worked for several local companies for a brief time, learning lots along the way, before deciding to venture out on my own,” says Levi, “I enjoyed operating my company for 13 years before deciding I was ready for a change. I had an opportunity to join Moceri Construction and was there for 8 years, operating their civil division. During that time, I enjoyed building relationships with local customers, contractors, and especially community organizations.”
And, at Highline, relationships are incredibly important to us. Our new division will allow us to enhance our relationships with other local general contractors looking to subcontract us for excavation work. Typical Highline Construction projects have required 20 or more subcontractors and suppliers, with some projects requiring more than 50. This experience has taught us a thing or two about how to be an effective partner. We are committed to providing our award-winning service, whether it’s our name on the job or we’re the subcontractor. For us, this means giving honest and well thought out quotes and standing behind those numbers, producing quality work, asking questions when necessary, and obtaining clarity on changes with written change orders before moving forward. Levi says, “We would be happy to offer all types of excavation to other contractors that are tired of subs who never get back to them, don't show up on time, or don't do what they say they will. I am hopeful that we can be that subcontractor who is the exact opposite.”
Our emphasis on the right people and building strong relationships comes from a genuine passion for our work. Trevor’s enthusiasm for launching Highline’s civil division can be traced back to his childhood. Trevor reminisces, “I have always dreamed of owning equipment and being in the excavation business. Even as a child, I was obsessed with equipment and have always been fascinated by tractors. In many ways, this is a dream come true for me. It just so happens that it fits in perfectly with the direction of Highline Construction.”
This step in Highline’s journey is more than one person’s childhood dream come true, though; it is a carefully crafted opportunity to meet the needs of our employees and our community. Many of our team members feel a deep connection to the Pacific Northwest for it’s beauty and the nature and wildlife that exist here. This is true for Levi who shares, “Having always enjoyed fishing, once I got into my teen years, I became more interested in what makes fish, especially our local salmonids, tick. Thinking I wanted to pursue something in this field for a career, I did several years of schooling for Fisheries Management. Several years in, I realized it makes a better hobby then a career, at least for me.”
Our new line of services will allow us to work on environmental restoration and fish and wildlife habitat enhancement projects that will amplify the sense of purpose our employees feel and pay tribute to this gorgeous corner of the country we all love so dearly.
“This excavation division offers an additional path for us to continue to provide a service to the market, both private and public, while also creating meaningful employment opportunities and giving back to the community,” says Trevor.

Offering general contracting services and civil construction services doesn’t make us unique, but we hope the way we go about delivering on our promises to our customers, employees, and community will continue to set us apart. We’re thankful for the many individuals who’ve helped make this dream possible, and look forward to meeting those of you are yet to be part of this next chapter in Highline’s journey.
